"Eye level" is often defined as the center of the picture aligned at 58" from the floor. This is a good guideline for larger pieces. If you have a picture which people will look at while they are sitting, it is perfectly acceptable to hang it lower, so that it is at the seated person's eye level.
A good guideline for hanging pictures above furniture, such as a sofa, is 5 - 9 inches above the furniture.
